Not all spells are perfect! It wasn’t uncommon, especially in the early days of commercially available spellcraft, for spells to misfire or just not cast. Especially as spellcraft slips are still  handcrafted. Of course, in prohibition, there’s no regulations around spellcrafting (except to, you know, not do it), so illegal spells can be especially volatile.
